你可以说“今天曼谷下了很大的雨。”Here "下" is the verb in this sentence, means drop. "雨" is the noun or the object of the sentence, means rain.  “下雨" is a verb object compound, can be seperated. "下了(很大的)雨" means had a heavy rain.

If it is a cloudy day. You can say:"今天是阴天。(Jīntiān shì yīntiān.)" 
阴天(yīntiān) means cloudy day.
